Chelsea Vickers, 30, of Scotts Farm Boulevard was cited for allowing a dog or animal at large in the 300 block of Scotts Farm Boulevard at 10:38 a.m. Wednesday. Reports indicate the citation stemmed from an incident that occurred April 11.
