Robert L. Monroe, 55, of Bellefontaine, was cited for theft at 6:59 p.m., Monday after an incident at 4:54 p.m., Monday when he allegedly took about $37 worth of merchandises from a grocery store in the 500 block of Coleman’s Crossing.
