The at-large council seat was vacated in December after J.R. Rausch stepped down after 13 years. As per the city’s charter, a vacancy kicks off a process to fill the seat by appointment of a qualified person and made by a majority vote of council members. Council has 30 days to fill the seat or the president of council makes the appointment. Rausch’s last day was Dec. 31.
